The Council was unanimous in the opinion
that Mr. Osmund had failed to exculpate himself to its satisfaction from the charges preferred against him
In regard to the question of punishment, the
Colonial Secretary and the Colonial Treasurer advised that
the full penalty should be inflicted: viz., dismissal from
the service subject to the confirmation of the Secretary of
State, on the ground of the serious nature of the charges
which had been established. The other members advised that
in consideration of Mr. Osmund's long service under the Government, he should be given the option of resigning his
appointment in the Public service immediately and granted
a reduced pension subject to the approval of the Secretary
of State and that failing such resignation he be formally
suspended.
His Excellency the Governor adopted the
recommendation of the majority of the members.
